What kind of bugs go in brown rice?

holy crap, i had an unopened bag of riceland rice (less than a month old) . i wanted to use it tonight, but there was something i had NEVER seen before ! there was this white matter in the bag that was in a congealed form, looking something like in a bee hive. OMG it was Totally disgusting. plus there were black bugs crawling all over. huh, maybe i don't want to know. my house is very clean btw.
