Why is Julio Cesar Chavez Jr, a talented and tough boxer, has'nt been given the chance to prove his ability?

He has had a number of fights he won by ko's. The only problem is, they have been against obscure and lesser known fighters. When are his handlers going to give him a real test against those well known boxers in his division? Or, are they feeding him "patsies" to raise his ring record? Or, are they building him up for mega buck fights later on? He's been on the undercard of several big fights and I think it's time he's the main attraction in a boxing program.
