Is it legal to sing Korean or Japanese music in the US?

If not for free which countries laws would i have to follow, theirs or ours? And is it possible to just meet the artists or publishers halfway and crack a deal to sing their songs? Please tell me for both countries, the future of our band is at stake! :D Chou!
