8-ball POOL (billiards) RULES!!!! HELP!!! cue ball scratched?

ok here's the deal my bro is playing my sister and he potted ALL of his solid (lol ) and all he had left is the 8-ball and he scratched the cue ball(the white ball) and we were like"just give up you lose" and he's like" no i don't i win" and we want to know who's right? me and my family or him? does he lose or not? greatly appreciated.THANKS A MILLION!!!
